Born in 1960 in Perm to a family of artists.
Educated as a Historian and Sociologist: graduated in 1988 from the History Department of the Perm State University; completed courses in Industrial Sociology and Conflict Resolution at the Kaluga State Pedagogical University in 1990.
1983–1993: occasionally (a total of about 4 years) worked as a railway assembler and blacksmith/press operator. 1987–1991: worked as a Factory Sociologist. 1984 to the present: actively participates in the region’s social and political life. 1987–1992: Chairman of the Perm Social Democratic Workers’ Association (1989 — unspecified year: the Perm Regional Department of the Social Democratic Party of Russia); Co-chairman of the Regional Department of «Democratic Russia.» 1992–1993: Deputy Chairman and Chairman of the Social Democratic Party of Russia. 1994–1996: Developer for the Russian Left-wing Democratic Coalition and trade union projects. 1996: resigned from politics.
1994: founded the Perm Regional Human Rights Center (PRHC) out of his own initiative in the city of Perm, and was the Director from the time that the center was founded until the year 2002. 1996: founded the Perm Civic Chamber (PCC) out of his own initiative, which provides assistance in developing and effectively managing the Perm Region’s non-commercial sector. From its founding until December of 2011, he was the chairman of the Perm Civic Chamber. 1996–2002: combined the PRHC and the PCC’s management systems.
Since 2002: has gradually been moving away from involvement in human rights activities, and has concentrated on practicing civic influence and civic policy. 1998–2005: taught courses on human rights and civic technologies in the Law and Political History departments at the Perm State University.
