Perm Region Culture Minister Nikolai Novichkov has drawn readers’ attention to his vision of the regional aspect of the social contract. In the author’s view, the contract is built based on the agreements of the regional elite regarding the direction in which the regions are moving. The social contract is “not a piece of paper and not even an agreement on intentions”, but rather a set of principles for the interaction of the key players – the authorities, the public and business.
