He was born in Moscow in 1970, and graduated from the Moscow Institute of Transport Engineering, specializing in Systems Engineering. During his studies, he worked in various departments at the institute and took part in creating information systems. After his studies, he was invited into one of the first joint IT-enterprises. He participated in automating government agency activities, particularly those of the Supreme Soviet of the Russian Federation.
He was also involved in journalism for specialized computer magazines, and later worked in the television industry, where he led a program and prepared topics regarding information technology.
In 1993 at the age of 23, he started the Informational Analytical Center (IAС) in the Moscow Department of Education, which is the leading Russian site for implementing the target project Information-Education Environment in the Region.
Thanks to IAС, the Moscow Department of Education became one of the first state organizations in Moscow to start a website on the Internet. Later on, the following were also started there: a corporate network covering all schools and kindergartens, an integrated automation system, and an electronic document management system was also introduced, among other things. In 18 years of existence, the Informational Analytical Center has been recommended as an organization that is capable of solving the most complex problems in the social sphere of a capital megapolis. It has successfully implemented more than 50 projects: electronic social and state services, projects for developing social infrastructure, and social projects in the area of internet technology. It successfully solved a number of problems on modernizing the vocational education system and developing a system of professional orientation, etc.
In 1997, he was given the President of the Russian Federation award for developing and practically implementing the Information-Education Environment in the Region concept.
He won the “Manager of the Year — 2002” award in the categories of Science and Education, and Leader in Education; he also won the “Manager of the Year — 2006” award in the Information Technology category.
He holds a Candidate of Science Degree in Economics.
His hobbies are contemporary art and design.
He believes that social projects are what affect all of us, and that by establishing the Agency for Strategic Initiatives and isolating social projects into a separate directive, it is possible to radically change complex situations in the social sphere.
