Born January 26th, 1977 in the city of Leningrad.
Education
He graduated with honors in 1999 from the Department of State and Municipal Administration at the North-West Institute of the Russian Presidential Academy of the National Economy and Public Administration (RANEPA).
2000 2003: graduate studies (RANEPA) in jurisprudence.
Professional Activities
1998–1999: entrepreneurial activities in food production.
2000–2004: Director of Economic Programs for the Epicenter-SPB Foundation.
2004–2008: Deputy Department Chief of Control and Supervision for the Federal Anti-monopoly Service’s fuel-energy complex; a member of the RAO UES of Russia’s board of director’s strategy committee for reforming electric power.
2008–2011: Director of the Department of Competition Development for the Russian Ministry of Economic Development.
2011 present: Director of Partner Network Development at the Agency for Strategic Initiative.
Community Activities
1997–1999: one of the founders and Chairman of the North-West Academy of Public Administration’s trade-union organization.
2005–2006: instructor of the course “Anti-monopolistic Law” at the State University’s Higher School of Economics, and courses at the Institute for Improved Qualifications of State Workers.
2004–2011: speaker at professional conferences, including international ones and in the areas of electric power; pricing and oil stock trading; petroleum products and gas; retail; regulating the pharmaceutical market; anti-monopolistic regulation; competition policy; and he is the author of a number of mass-media publications.
2010–2011: Editor-in-Chief of the Russian Ministry of Economic Development bulletin “Competition Policy.”
