A few years ago horizontal links within the Russian socium were weak, and efficient network projects were regarded as a utopia. Today social networks have proved their efficiency, being one of the few social institutions which are capable to unite dozens thousand people. And this is not a purely Russian phenomenon: the borderlines of the sociopolitical relations are shifted all over the world under the pressure of social networks.
