Biography

doctor of Social Sciences (1992);
specialist in strategic management and organisational capacity building, founder of the Local Self-Management Research Centre (Klaipeda, 1991–1999);
founder of the School of Administration and Democracy (1994);
former titular member of the Committee of Independent Experts attached to the Chamber of Local and Regional Authorities of the Council of Europe (Strasbourg, 1995–2006);
member of the International Institute of Administrative Sciences (Brussels, 1994–2007);
member of the editorial collegium of the International Review of Administrative Sciences.

He has extensive experience as a trainer and consultant in developing strategies.

Author of books “Methodological Foundations for Strategic Planning ” (2003), “Organizational Development ” (2006), “Manager and Organization” (2011) etc.
