Chief Executive Officer of the IRP Group — a leading consulting company providing integrated services in three business areas: strategic consulting (strategy, programmes and plans for the development of regions, cities, industries and companies); investment consulting (attracting investments, structuring projects for public-private partnership, projects totaling more than $60 billion); communications consulting (economic and investment forums, conferences, exhibits, roadshows).
Under the leadership of Bulat Stolyarov, from 2005 through 2012, the Institute’s expertsstructured more than 30 investment projects, including the following: Comprehensive Development of the Lower Angara Region, Comprehensive Development of Southern Yakutia, Development of the Natalkinsk Gold Ore Deposit, Comprehensive Development of the Transbaikal Region, Development Of the Management Model for the Project of Comprehensive Territory Development Around Ust-Luga Merchant Seaport, Creation of Russian WiMAX, Raising Investments for Olympic Sochi, etc.
The Institute developed and proposed strategies for social and economic development as well as investment and industry programme documents for the city of Norilsk, for the Krasnoyarsk, Tomsk, Sverdlovsk and Irkutsk Regions, for the Republic of Sakha (Yakutia), the Kamchatka Territory, Russian Railways, Rosatom and others. IRP is the creator and continuous operator of the Krasnoyarsk Economic Forum, of an extensive network of economic events in the Sverdlovsk and Irkutsk Regions, Yakutia, the Penza and Krasnodar Regions, etc. The IRP organises road-shows abroad showcasing the investment opportunities in the most important Russian state projects, as well as the preparations for the Olympic Games in Sochi and the APEC Summit in Vladivostok (Cannes, Hong Kong and Dubai).
From 2003 through 2006, Bulat Stolyarov worked as an Advisor of the Governor of the Krasnoyarsk Region, Aleksandr Khloponin. Previously he was a journalist, the editor of the Politics Section of Vedomosti newspaper, and previously he had worked as a columnist at Novaya Gazeta. He studied at Lomonosov Moscow State University’s Department of Journalism.
He is a Member of the Expert Council of The Bank for Development and Foreign Economic Affairs (Vnesheconombank), and a Member of the Public Council at the Ministry of Regional Development.
