A number of high-profile projects in the sphere of culture, and actions to develop and implement a consistent cultural politics give Perm an increasing prominence in Russia, develop international ties. There is no surprise in the fact that Perm as a Cultural Capital concept is crucial for the comprehensive project of post-industrial development. The project envisages the reconstruction and creation of a number of cultural objects, but skillful management and brilliant content are necessary for their successful functioning, contributing thus to the creation of a City 3.0.
