Nikolay Novichkov

Biography

Born on 24 December, 1974. He graduated with honors from the Volga-Vyatka Academy of Civil Service (VVAGS) with specialisation in State and Municipal Governance in 1997. He holds a Doctor of Sciences in Economics (2005). He is a Professor (2010), an Honorary Science and Technology Expert of the Russian Federation (2008) and a Member of the Russian Academy of Natural Sciences (RAEN) (2010).

February 2010 — up to the present — Work Group for the preparation and conduct of the VI, VII , VIII th Perm Forum, Supervisor.

October, 1 2010 — up to the present Head of the Federal Board «Cultural Alliance».

11 January – 28 December 2011, he has been the Minister of Culture of the Perm region.

From 1 February 2010 to 10 January 2011, he was Deputy Head of the Administration of the Governor of the Perm region.
On 18 January 2010, he was appointed Chairman of the Department for Territories of the Administration of the Governor of the Perm region.

From December 2009 to January 2010, he worked as the research supervisor at the ANO (Independent Non-Commercial Organization) Institute for International Integration Research (IMI).

From December 1997 to the present time, he has studied and worked at various Russian universities as a postgraduate student, junior research assistant, scientific assistant, doctoral student, assistant professor, professor and senior scientific researcher. At present, he is a professor at the State and Municipal Governance Department of the Perm Branch of the National Research Institute — Higher School of Economics.

From 1995 to the present, he has been the leading manager and expert consultant for a series of political and social projects.
